Details: The initiative to break the founding documents was initiated by the Ministry of Foreign Affairs of Moldova. The department emphasised that the fundamental values and principles of the CIS are no longer adhered to, and that the organisation itself has lost its sense of purpose.
The main argument for Moldova’s withdrawal from the CIS was Russia’s gross violation of the principle of mutual recognition of territorial integrity and the inviolability of borders.
In particular, Chisinau points to the Russian Federation’s full-scale war against Ukraine, aggression against Georgia, and the illegal presence of Russian troops on the territory of Moldova itself, in the Transnistrian region, as evidence of the destruction of the foundations of the commonwealth.
The denunciation of the documents is called a natural and inevitable step on the path to Moldova’s full membership in the European Union.
Leaving the organisation will allow the country’s budget to save about 3.1 million lei annually (over 150,000 euros). This is how much Moldova’s membership contribution to the CIS budget amounted to.
Relations with CIS member states after denunciation will continue on bilateral and multilateral platforms, and Moldova will remain a party to some CIS agreements, in particular in the trade, economic and social spheres.
To date, Moldova has denounced approximately 70 agreements with the CIS as part of the ongoing process of harmonising national policies and modernising the country’s legislative and economic framework in line with EU standards and norms.
On 11 March, the Moldovan government approved the denunciation of the Commonwealth of Independent States founding documents.
And on 25 March, the Cabinet of Ministers of Ukraine adopted a decision to terminate the validity of 116 international agreements previously concluded with the governments of Russia, Belarus, and within the CIS.
