Anti-imperial Block of Nations

Deputies of the Zhogorku Kenesh of the Kyrgyz Republic, in the third reading, adopted a bill on the rehabilitation of the rights of citizens who suffered as a result of repression of political and religious beliefs in the period 1918-1953. The parliament adopted the document at a meeting on 27 June.

The relevant amendments are being made to the law “On the rights and guarantees of rehabilitated citizens who suffered as a result of repression for political and religious beliefs, on social, national and other grounds.” According to the document, a new article is proposed to be added to the law, according to which those convicted under certain articles of the Criminal Code of the RSFSR from 1922 and 1926, which was in effect in Kyrgyzstan until 1961, are considered to have been subjected to political repression.

In addition, according to the law, signs of political repression are the decisions taken by the authorities, based on the decree “On the Red Terror”, instructions on issues of the fight against Basmachi, decrees on state crimes and signs of kulak economy,  as well as several other  acts adopted by the authorities of the USSR.

The law also provides for the creation of a Rehabilitation Commission. In September 2023, one of the initiators of the document, deputy Zhanar Akayev, said that they proposed to create a commission at the Institute of History, Archaeology and Ethnology of the National Academy of Sciences. It will include academics, NGO representatives, the Ombudsman Institute, prosecutors, the Ministry of Internal Affairs, the State Committee for National Security and the State Archives. A decision of the Zhogorku Kenesh approves the composition of the commission.

According to various sources, during the repressions, which intensified in 1937-1938, between 20,000 and 40,000 people were shot in Kyrgyzstan. Among them were 137 representatives of the intelligentsia, led by Torokul Aitmatov, Imanaly Aidarbekov, Bayaly Isakeev, and Kasym Tynystanov, who were recognized as “enemies of the people” and shot between 5-8 November 1938. Their burial place remained unknown for decades, and it was only found more than 50 years later.
