Chancellor, Federal Republic of Germany
Bonn, Germany
As son of Stepan Bandera, assassinated in Munich in 1959 by [a] Soviet agent, [I] urgently request that you stop [the] visits of A. Shelepin, [who was] convicted and held responsible for [my] father’s murder by [the] German Supreme Court. Entrance of this criminal to Germany is mocking [sic] [a mockery] of [the] German legality [the legal system], insults to decency and self-respect of German people and [a] deep personal affront to my family. Your relations with [the] USSR cannot be based on unprincipled acts reminiscent of [the] Molotov-Ribbentrop collaboration. [The] only condition for the entrance of Shelepin [to Germany] can be [the] action of German judicial authorities to bring him before the courts to answer for [the] murder of my father. Any other course implies complicity and approval of murder by your government. Hoping that you and your government will abide by [your] own declared principals [sic] of justice and morality.
