Anti-imperial Block of Nations

Akhyad Idigov is one of the leaders of the Chechen Republic – Ichkeria, who stood at the origins of its Independence.

In 1966 – graduated from school No. 55 in Grozny. In 1972 he graduated from the Grozny Oil Institute.

From 1973 – 1991 – worked in the construction industry, rose to the rank of head of the construction and installation department.

Since 1991 – Member of the Parliament of the Chechen Republic.

Since 1992 – Deputy Chairman of the Parliament of the Chechen Republic.

From July 1993 to March 1997 – Chairman of the Parliament of the Chechen Republic (from January 16, 1994 it was renamed the Chechen Republic of Ichkeria).

Since March 1997 – Head of the Foreign Relations Committee of the CRI Parliament of the second convocation.

October 30, 1998 – appointed Minister of Foreign Affairs of the Chechen Republic – Ichkeria, but refused this post.

11/21/1999 – Parliament and the President of the country sent him to work abroad.

Since December 2003 – Appointed by the Parliament as Plenipotentiary Representative of the Parliament of the Chechen Republic – Ichkeria.

Since 2009 – Co-Chairman of the Presidium of the Government of the Chechen Republic – Ichkeria (PP CRI).

— Dear Akhyad, you fought for the Independence of Chechnya together with the heroes of your people and forever glorified it with your exploits. Tell about unforgettable times and people.

– Life so ordered that I had to work closely with our first Presidents Dzhokhar Dudayev, Zelimkhan Yandarbiyev and Aslan Maskhadov. I was well acquainted with the other two presidents A. – Kh. Sadulaev and D. Umarov, but I did not have to work side by side with them, since even before their presidency the President and the Parliament of the Republic sent me on October 21, 1999 to work abroad at the suggestion of the general meeting of the State Defense Committee of the Chechen Republic – Ichkeria.

We have been working with Alla Dudaeva for a long time. She is a principled and intelligent person, and in the Presidium of the Government of the Chechen Republic – Ichkeria her work is invaluable.

During the formation of our state since 1991, there were also peaceful times. And our Government acted exclusively in the interests of its people, which is recorded in two important documents: in the OSCHE Declaration   (National Congress of the Chechen People) of November 25, 1990, as well as in the Constitution of the Chechen Republic – Ichkeria, adopted on March 12, 1992 after the collapse of the USSR in December 1991.

— The freedom-loving spirit of the people of Ichkeria and their desire to gain independence at any cost have always delighted Ukrainians. After all, your exit from the empire – the USSR was complicated by the status of Chechnya as an autonomy.

Even before the collapse of the Soviet Union in December 1991, on October 27, 1991, the Chechen people recreated their sovereign state within the USSR within the framework of the generally recognized principles and norms of international law, with all its attributes – territory, population, government …. However, our Republic could not leave the USSR without the consent of this empire – such is the requirement of modern international law. After the collapse of the Soviet empire in fifteen new sovereign Republics and the former USSR, former communist leaders were still at the head, who, without the consent of the peoples of these sovereign Republics, illegally signed the so-called. “federal agreement” of March 31, 1992 on joining the Russian Federation – Russia.

All former autonomous republics from the RSFSR, as well as similar autonomous republics from the other fourteen union republics, received the status of Union republics from the USSR authorities by adopting relevant laws back in April 1990. And then there were 35 union republics in the USSR, almost two years before the collapse of the empire. Of these, three of the Baltic Republics were recognized by the Soviet authorities as independent states.

“ Great accomplishments are within the power of the great and unbending. In Chechnya, there were such people in every generation …

– General Dzhokhar Dudayev played an outstanding role in the creation of the Chechen state. He and his associates managed to realize the age-old dream of the Chechen people strictly within the framework of the OSCHN Declaration and modern international law. The talent of the statesman and commander Dzhokhar Dudayev manifested itself from the first days of his leadership of the Cabinet of Ministers of the country in peacetime, as well as in wartime, when repelling four Russian aggressions in 1991-1996. He knew how to inspire his people, and in difficult times he taught this to his surroundings. Dudayev was a comprehensively educated person and relied on his knowledge of the history of world politics, making a surprisingly accurate analysis of developments in the world and in the post-Soviet space. He predicted that if a fragment of the Soviet empire – the current Russian Federation – attacked Ukraine (and this happened), then Russia would be defeated, what we are seeing today. Streets, squares and avenues in many cities of the world are named after D. Dudayev.

– The Ukrainians met with unanimous approval the resolution of our parliament on the condemnation of the genocide committed by Moscow against its own occupied CRI. Thus, Ukraine recognized Ichkeria as an independent state. How was this document prepared, how was it perceived by your countrymen abroad?

– Back in early May 2022, members of the Presidium of the Government of the Chechen Republic – Ichkeria A. Dudayeva, A. Idigov … and political figures of Ukraine M. Besarab, O. Berezyuk, V. Vasilenko …. actively engaged in dialogue, discussing the possibility of recognition by Ukraine of the Independence of the Chechen Republic – Ichkeria. Representatives of these two sides also met in Warsaw to discuss the designated issue.

On June 8, 2022, appeals were prepared and sent on behalf of the legitimate authorities of the Chechen state – the Presidium of the Government of the Chechen Republic – Ichkeria to the President of Ukraine Volodymyr Zelensky and the Verkhovna Rada of Ukraine with a request to consider the proposal to recognize our state. Similar appeals from the PR of the Chechen Republic – Ichkeria were sent at the same time to the authorities of Poland, Lithuania and Estonia.

On October 18, 2022, the Verkhovna Rada of Ukraine adopted  a Resolution stating that  “the territory of the Chechen Republic of Ichkeria is recognized as temporarily occupied by the Russian Federation – Russia and the commission of the genocide of the Chechen people is condemned.” This wording of ours was under consideration by the deputies along with other proposals in the Verkhovna Rada of Ukraine.

— At the cost of great sacrifices, your people won the first Russian-Chechen war. The Khasavyurt documents were signed between the Russian Federation and the CRI as an independent state. How did further events develop?

– In fact, today’s Moscow has committed five military aggressions against our country. In four of them, our people won. The last two aggressions – from December 11, 1994 to December 31, 1996 and from July 17, 1999 to the present – are especially cruel. The Kremlin here used all types of modern weapons, except nuclear. In the first of these last two wars, the Kremlin was defeated by the Chechen people and had to urgently withdraw its troops at the end of December 1996. After that, on January 27, 1997, theregular elections of the power of the Chechen Republic – Ichkeria under the patronage of the OSCE. And after all this, Moscow again invaded our country on July 17, 1999, until that time for about three years subjecting the blockade around the entire perimeter. This time the aggressor managed to occupy our territory, but did not break the resistance of the people. This was a temporary retreat associated with the loss of human and material resources during the military confrontation of our people with the Russian Empire in its five aggressions against our country.

Here is what a Russian newspaper wrote about this: “By the beginning of 1996, the Russian army in Chechnya reached 462 thousand people” (Arguments and Facts, No. 1, 1996) Novaya Gazeta, No. 41 of November 2-8, 1995). The number of wounded and maimed is unknown. The number of those killed in Chechnya by the end of the war exceeded 100,000!

As a result of the last two full-scale Russian aggressions, by 2009 the Chechen people had suffered enormous losses, having lost more than 250 thousand people, of which more than 42 thousand were children. Cities and villages have been destroyed, up to 20,000 Chechens have been robbed and are still languishing in Russian prisons / concentration camps because they defended their country.

“February 4, 2001, for example, at the headquarters of the Russian joint group of forces noted that “since October 1, 1999, front-line aviation aircraft have carried out (in Chechnya) more than 12,000 sorties, including 5,100 sorties of SU bombers – 24 and 7,300 sorties of attack aircraft Su-25″. This message, along with thousands of others, is found in the book People Live Here Parts 2 and 3 posted online. The average number is 20 sorties per day.

— Moscow ignored the Khasavyurt agreements. It seems that this fact did not really anger the international community? But the Chechens dreamed of getting rid of the Moscow yoke and building a beautiful democratic state.

– The treaties and agreements concluded with the Russians were not worthy of being called such. This especially happened after the death of President Dudayev on April 21, 1996. Basically, the whole world, unfortunately, was under the influence of the Kremlin’s propaganda directed against our country and people. The UN and other international governmental and public organizations did not properly fulfill their obligations regarding the fate of the Chechen people within the framework of generally recognized principles and norms of international law.

For example, the Khasavyurt agreements of 1996 , which you mentioned, did not have the significance that some Russian politicians and our friends attach to them. General Lebed, who arrived in Chechnya in August 1996, had only one task – the withdrawal of Russian troops who had been defeated by the Chechen people. But the parties participating in the negotiations on this issue exceeded their authority and concluded the so-called “interstate agreement ” and made the Statement, without having the authority of their governments to do so. Their decisions could not be accepted by the Chechen side, since any documents in violation of the basis of the Constitution of the Chechen Republic – Ichkeria are considered null and void from the moment they are signed.

Answering your question about what kind of country we dreamed of building, I will say that our people expressed their will in this part on November 25, 1990 at their National Congress, adopting the Declaration on the establishment of their sovereign state, and on March 12, 1992, the adoption of the Constitution of the sovereign and an independent democratic constitutional state. Since then, these guidelines have been adhered to by the Chechen people and the only legitimate government of the country in the person of the Presidium of the Government of the Chechen Republic – Ichkeria (hereinafter – the Presidium) in the conditions of the occupation of our territory. We believe that this is important for the transfer of succession and the preservation of the Chechen tradition of their own statehood.

– Your dream of a beautiful country of Ichkeria has ill-wishers and outright enemies – except for the “traditional” ones. Is not it?

– Unfortunately, the so-called leaders of several public organizations and former members of the Government of the Chechen Republic – Ichkeria are illegally operating in the Chechen abroad, which led to the adoption of the Appeal of the Government to the Chechen people for this reason . Apostates grossly violate the Constitution of our country, misleading the authorities of some Western countries, including Ukraine. Apostates oppose legitimate authority, sow confusion in the Chechen abroad. The Presidium of the Government of the Chechen Republic – Ichkeria called on these people to adhere to the will of the Chechen people and respect the rule of law. However, only silence is “heard” in response. And then the Importation of the Government to the Chechen people was adopted. In the history of some countries of the world, the territories of which were under occupation, there were such people. Apparently, the Chechen people did not escape this fate.

But Putin came. The monster who decided to teach the recalcitrant a lesson and arranged for the Chechens a “new” Khaibach is worse than the first. Will your people ever be able to forgive humiliation, mass extermination, bestial torture? No…

– The Chechen people have been fighting for their freedom for more than 400 years, not submitting to the empire. During this time, the invaders deported our people from their homeland six times. In 1722, the number of the Chechen people exceeded 2 million people. Since then, the Chechens have never submitted to the occupying power, each time rising to fight against the hated empire. And never in our history among the Chechens were there slaves and masters. Our civilization is a society of free and equal individuals who will never accept slavery. In this struggle, which continues today, the character and revenge of the Chechen people of the Russian Empire is manifested.

“ But Kadyrov and the Kadyrovites appeared. Putin used them as “meat” in the war against Ukraine. How do the children’s families and their families react when their children are taken away to fight against Ukraine? Many, I know, are against it.

– The puppet authorities in the occupied Chechen Republic – Ichkeria today are supported by bayonets. In addition, the Kremlin maintains military garrisons there with a total number of more than 100,000 servicemen. This is an indicator of the high danger the Kremlin feels for itself from the Chechen people. In other territories of the North Caucasus, they do not yet feel such a danger. The Kremlin has turned Chechnya into its military training ground. Most Chechens are well aware that they are sent to fight in Ukraine in order to solve two problems – the occupation of Ukraine and the reduction of the number of the Chechen people. Our task is to explain this position of the empire to the entire Chechen people, and work is underway in this direction.

The Chechen people remember well the recent history, starting from 1991, when almost the whole world, succumbing to the Kremlin propaganda, was against its just struggle against the imperial power of the Russian Federation – Russia. And today there is still no necessary recognition of the independence of the Chechen Republic – Ichkeria and support from the international community, rather the opposite. An example of this is ignoring the Presidium of the CRI-Ichkeria Government and flirting with renegades from our legitimate government, outright agents of the Kremlin’s influence.

It seems that international law and its principles are accepted only for some countries, but not for the Chechen people. The Chechens understand that in the struggle for the de-occupation of the Chechen Republic – Ichkeria, they can still rely only on their own strength. For the present there is no situation, unfortunately, for the Chechens to rise up and sweep away the imperial power they hate.

But that time is coming…

– Yes. I am sure that soon all this will change for the better with the light hand of Ukraine, which on October 18, 2022 took a very important step towards the revival of our state, essentially recognizing its independence, as Georgia did on March 13, 1992, recognizing our state.

– How did the Presidium of the Government of the Chechen Republic – Ichkeria react to the Russian invasion of Ukraine? Every week I saw you on European TV screens. Tell…

– The Presidium of the Government of the Chechen Republic – Ichkeria fully supports the struggle of the Ukrainian people against the Russian Empire. From the first days of the Kremlin’s aggression in 2014, and then the invasion of Moscow on February 24 last year, we constantly keep an eye on all events. In the Presidium, we are trying to do everything in our power for the Ukrainian Victory. Yes, we, including myself, spoke on Ukrainian and Polish TV channels, condemning the criminal policy of the Kremlin.

– How did European politicians react to your words, a clear position, because “your” Kadyrov was among the occupiers?

“ European politicians openly support our position of supporting Ukraine. But the question of the need to recognize the Chechen Republic – Ichkeria and the de-occupation of its territory is still hushed up. They adhere to the general attitude that supposedly the territory of the Russian Federation – Russia is “indivisible” within its (1991) borders, although they “forget” the Chechen Republic – Ichkeria has never been part of the Russian Federation – Russia. In this position, we see the influence of the so-called. the notorious Real Politician.

The current Russian Federation – Russia began to take shape as a state only on March 31, 1992, with the signing of the so-called. Federal Treaty between fifteen new sovereign states (in the USSR until April 1990, the former autonomies of the RSFSR), except for the Chechen Republic and the Republic of Tatarstan, although the Communist government of Tatarstan subsequently illegally agreed to sign this “federal treaty”. In the Chechen Republic, back in the days of the USSR, where on September 6, 1991. the next stage of the OSCHN passed and the communist government of the empire resigned its powers. And on October 27, 1991, people’s power was elected – the President and the Parliament with all the attributes of a sovereign and independent democratic state of law.

When the USSR was in the Union Republic of the RSFSR, as mentioned above, there were 16 national Autonomous Republics, except for the edges of regions, national districts …. When the number of union republics in the country changed, the USSR authorities adopted a law on April 26, 1990, where article 1, part 3 says: “  Autonomous republics are Soviet socialist states that are subjects of a federation – the USSR.”

It follows from the foregoing, in relation to the RSFSR, that from its territory 16  “autonomous republics” were transformed into “Union republics”

With the collapse of the USSR / December 1991 / these 16 “Union Republics” , like the former RSFSR, became sovereign states according to international law, since they all overcame the barrier of “coordination” of secession from this Soviet empire, since the USSR itself disappeared from the political map peace. The leadership of the RSFSR prevented these new sovereign Republics from electing people’s power and holding a referendum on the future of these peoples.

— Which of the European democrats do you consider to be your comrades-in-arms ?

-Only those who adhere to this democracy.

— Democracy is a process that should develop on the basis of granting individual freedom. Individuals must be guaranteed freedom from political persecution, freedom to receive and disseminate all information in the country, freedom of minimal economic assistance – housing and social assistance. And all this should be on the principle of “here and now.” And as far as these conditions can be developed in the country, democracy is close to perfection. These conditions in many democratic countries have become the basis for their comprehensive development. And here much depends on the political consciousness of the individual, who can and should elect a leader in his country. And only those politicians in Europe who adhere to such democracy, I consider my comrades-in-arms.

— And what about Russia? Her position is obvious: she personally “loves” you with provocations and false language. In my opinion, your best reaction is to ignore it. Or not?

– I agree with you, Maria, but only when provocations are committed against you because of personal relationships. But there are provocations and slander, not out of great “love” for you personally, but purposeful, in order to discredit the very people’s cause through you, which you and your comrades in the common struggle serve. In this case, you can not be silent – you need to explain this to all the people. Today, an enemy is acting against us – the authorities in the person of the Russian Federation – Russia and its agents of influence from among all nationalities, including people from our countries. I have to deal with this often. I recommend looking at the exposure of slanderers and provocateurs on my blog – “ Akhyad Idigov. My clarification about the fake video “A. Maskhadov evaluates A. Idigov ”

“ Today, Chechen battalions are fighting for our and your freedom on the territory of Ukraine. Our path to victory is not easy. Someone sees him on the battlefield. Someone in close contact with “good Russians”. Someone at the cost of territory. Your opinion?

“War is a continuation of politics. International law operates in the modern world. However, not all countries of the world, unfortunately, adhere to this right, although they have assumed all these obligations as members of the UN. For example, the RFSFSR (since March 31, 1992, as part of the Russian Federation – Russia) belongs to such a country. Since the collapse of the USSR in 1991, it was already planning military expansion against the new countries that had formed on the territory of the former USSR. But since 1991, the world has left without much attention the gross violations of the rights and freedoms of the Chechen people by the Russian Federation – Russia, which invaded our country with a half-million army in order to openly kill our peaceful people,

Chechen volunteers today are beating the Russian empire together with the Ukrainians for our common victory in Ukraine. And our friendship is cemented on the battlefield by these guys. Unfortunately, the empire recruits from occupied Chechnya and forces them to fight against Ukraine – they are actually cheating on their country and people. Such is the situation.

— When do you, Mr. Idigov, plan to visit Ukraine together with your associates? After all, in Ukraine you have many friends, like-minded people, like Alla Dudayeva.

We will definitely come as soon as we remove some obstacles.

— Obstacles? To you? Who dared?

 –  In fact, apparently, the military situation does not allow the authorities of Ukraine to invite us and really deal with the issue of Chechen-Ukrainian relations. I think that a correct attitude to this issue would instill great hope in the peoples of the entire post-Soviet space to acquire their freedom, not to mention the peoples of the Russian Federation – Russia. And this could become a strong guarantee of the collapse of the Kremlin empire.

– WEDDERS ARE EVERYWHERE. I think this hurdle can be overcome. After all, we have a common enemy. And the common cause is the struggle for freedom.

– This sweet word is freedom … Therefore, I believe in our and your victory .

The Russian Empire wants to survive. But her days are still numbered. In modern conditions of scientific and technological progress and globalization, when the world has narrowed so that it becomes a large village, the existence of such a country with its misanthropic essence does not seem real to me. In the West, there are many theories that are put forward by Russian “liberal democrats”— saviors of Russia, at the price of Putin’s removal. This theory is also unacceptable, as is the dubious proposal to create the so-called. Federation of National Republics. I think that the most real and legal way to solve this problem lies in considering the illegal involvement of the authorities of the RSFSR on March 31, 1992 into the so-called. Russian Federation – Russia 15 sovereign states (territories of former autonomies, transformed by the authorities of the former USSR into union republics), formed after the collapse of the former Soviet Union.

– For many years, our peoples worked in the Anti-Bolshevik Bloc of Peoples – in exile, and then in their native lands. In CRI, ABN was headed by Mate Tsekhisashvili. In the diaspora, in Munich, your world-famous compatriot Abdurakhman Avtorkhanov collaborated with Yaroslav and Slava Stetsko, who led the work of the ABN for many years. US President Ronald Reagan, meeting with them, said: ” Your struggle is our struggle . ” Today, this work is no less important, for every indigenous people has the right to independence, which is the guarantor of the collapse of the evil empire. By the way, the Chechens took part in the ABN Congress in Kyiv in 1993. At the invitation of Dzhokhar Dudayev, the 1994 ABN Congress was to be held in Grozny. But the war got in the way. Do you think that now is the time to revive the important work of our great predecessors? Is not it?

“I think that we should resume the activities of the ABN in exile and in Ukraine in the interests of indigenous peoples who are striving to gain freedom. This work must not stop because our truly great predecessors left for another world undefeated in this struggle with the Russian Empire.

— Tell the Ukrainians the words they are waiting for and which you want to say…

– I will tell the Ukrainians that your courageous struggle against the imperial Russian Federation – Russia evokes a feeling of gratitude among all the oppressed peoples. The victory of the Ukrainian people over this evil empire will forever be inscribed in world history, like the grave of the last evil empire on our planet. That sweet word is freedom…

Glory to Ukraine! Glory to heroes!

Thank you, Ahyad!
