The Foreign Intelligence Service (FIS) of Ukraine has recorded the transition to an acute phase of the hostile information operation being conducted by the Russian Federation against Ukraine. Its goal is to eliminate Ukrainian statehood not on the battlefield, but in the minds of the people: through the delegitimization of the Ukrainian government, the devaluation of democratic institutions, and the imposition of an external political scenario with signs of controlled capitulation. This was reported today, 2 April, by the FIS, FREEDOM informs.
According to the Ukrainian Foreign Intelligence Service, Russia is conducting the operation with the help of Russian special services – the FSB, the SVR, and the Main Directorate of the General Staff, and their actions are coordinated by the Russian Presidential Administration.
Under the guise of “peacemaking initiatives” and “analytical discourse,” the Russians are imposing the following ideas on Ukrainian and international society:
- alleged loss of legitimacy by the Ukrainian authorities due to the failure to hold elections during martial law;
- the need for an “interim administration” under the auspices of the UN, the US, the EU, or even in the “four-party format” with the Russian Federation;
- the impossibility of Russia concluding a peace agreement with the Ukrainian authorities, which, according to the enemy’s plan, should become a casus belli to change the political course.
The Ukrainian SVR emphasized that such narratives are not just disinformation, but an element of a special operation to force Ukraine into political surrender under the guise of a “peaceful settlement.”
The Russians are conducting the operation using formally Western or “neutral media” that act as proxies for Russian theses, anonymous Telegram channels, emotional videos on TikTok and YouTube, mass distribution of destructive materials with the same theses with the connection of botnets and accounts associated with pro-Russian structures in Europe and Latin America. They publish pseudo-documents, statements and “analytical notes” that question the authority of the Ukrainian authorities. Russian special services also use citations of pro-Russian “experts” who are presented as “former diplomats”, “independent political scientists”, etc., as well as Ukrainian defendants in treason cases.
