4. The Russian government is recognized as criminal and illegitimate.
5. Any forms of resistance are acceptable if they meet the interests of the Urals and its inhabitants and are aimed at achieving independence.
6. Movements of any political orientation can enter and act, if the actions do not harm the common cause.
