On 12 February 2024, I had the honour of taking part in a panel discussion on the topic of “Activities of the Temporary Special Commission of the Verkhovna Rada of Ukraine on the Development of State Policy Regarding the Enslaved Nations of the Russian Federation” on the premises of the National University “Kyiv-Mohyla Academy” on behalf of the National Center of the National Academy of Sciences “USSD”.
The purpose of the panel discussion was to develop concepts for the formation and development of the state policy of Ukraine in the sphere of supporting the enslaved indigenous nations of the so-called “Russian Federation”, to present the draft law “On the basic principles of the state policy of Ukraine regarding interaction with the national movements of the enslaved nations of the Russian Federation” and to discuss the activities and work plans of the parliamentary TSK.
I thank the Anti-Imperial Block of Nations for organizing the event, and its leader Oleh Vitvitskyi for his meaningful speech.
He expressed several thoughts on this matter:
“For us, the issue of the collapse of the Russian Empire and the creation of a space of independent national states and territories is not theoretical, but super-practical. And existential.
You can win a war not linearly, but asymmetrically.
Ukraine should take the lead on the issue of the collapse of Russia under the slogan “Freedom for nations – freedom for the individual”.
Despite the opposition of the world, using the window of opportunity to act according to the Bandera principle of fait accompli: to knock Russia down until the world has time to recover.
As for the actual steps.
Legislation must support the right of enslaved nations to sovereignty through recognition of their sovereignty.
Support the parade of sovereignty in Russia.
To become the voice, advocate and promoter of the enslaved nations of the world.
Conduct constant monitoring of the rights of enslaved people, raising every threatening situation to the international diplomatic level.
Ukraine should more actively promote the creation of armed formations of enslaved nations as part of the Defence Forces of Ukraine.
He also urged colleagues to join the USSD project of in-depth study of Russia and the enslaved nations.

Koretsky National Academy of Sciences of Ukraine Oleksandr Skrypnyuk, Executive Director of the Anti-Imperial Block of Nations Oleh Vitvitskyi, the Head of Research Programs of the National Center for Strategic Studies “Ukrainian Studies of Strategic Research” Yury Oliynyk, Coordinator of the project “Freedom for Nations” Leontii Shypilov.
