This is stated in the report of the American Institute for the Study of War (ISW).
According to the media, the Ministry of Defence of Russia is recruiting Russian citizens and migrants to companies under its control under fake contracts with the promise of a one-time payment of 405,000 rubles (about $4,400).
Russian companies are said to be participating in the scheme to demonstrate their loyalty to the Russian government and to retain their current employees, likely to protect them from mobilization.
The Ministry of Defense of Russia immediately sends people recruited under fake contracts to fight in Ukraine. Such fake job opportunity schemes target citizens of Russia, Belarus, Kazakhstan, Kyrgyzstan, Uzbekistan, India and Congo.
As noted in the Institute, the goal of the Russian government is to replenish the ranks of the army without general mobilization.
