On 15 July 2024, the Verkhovna Rada of Ukraine registered the Draft Law on the Basic Principles of the State Policy of Ukraine Regarding Interaction with the National Movements of the Colonial Nations of the Russian Federation No. 11402. This draft law was signed by 81 national deputies of Ukraine from all factions of the Ukrainian parliament.
This joint work of members of parliament, government officials, scientists, lawyers, diplomats, and public figures became the embodiment of Ukraine’s political course for victory and lasting peace, as well as resolutions of the European Parliament 2024/2579 of 29/02/2024, the Parliamentary Assembly of the Council of Europe 2540 (2024) of 17/04/2024 and 2558 (2024) of 26/06/2024, the OSCE Parliamentary Assembly of 03/07/2024, which state that the decolonization and de-imperialisof the Russian Federation is a necessary condition for lasting peace.
The recent PACE Resolution 2588 (2025) of 30.01.2025 calls on the member states of the Council of Europe to seek the implementation in the Russian Federation of the Declaration on the Granting of Independence to Colonial Countries and Peoples, adopted by Resolution 1514 (XV) of the General Assembly of the United Nations of 14.12.1960. Thus, promoting the national self-determination of the colonial nations of the Russian Federation complies with the fundamental norms of international law and the interests of sustainable peace.
We, representatives of public organizations and representative bodies of indigenous nations of Ukraine, support the initiative of the Ministry of Foreign Affairs of Ukraine and the Temporary Special Commission of the Verkhovna Rada of Ukraine to adopt draft law No. 11402 as soon as possible and call on the Verkhovna Rada Committee on Foreign Policy and Interparliamentary Cooperation to consider this draft law at its meeting as soon as possible and recommend adopting it as a basis in the first reading with further revisions for the second reading under the provisions of Part 1 of Article 116 of the Rules of Procedure of the Verkhovna Rada of Ukraine with the participation of relevant central executive bodies, specialized scientific and public organizations.
