Anti-imperial Block of Nations

The future of nations seeking to determine their own political status has once again entered the international debate. According to a report published on 7 October, representatives of several national movements associated with nations living under Russian rule are seeking support from European politicians and discussing the possibility of raising the issue of their representation at the winter session of the Parliamentary Assembly of the Council of Europe (PACE).

Representation is more than a symbol

For national movements, international representation offers an opportunity to raise questions about language, culture, political rights, repression and the future of their territories. When these issues are voiced only by the central authorities of a state that these movements challenge, their own demands risk being excluded from international debate.

It is important, however, to distinguish a political initiative from an official decision. Reports of discussions and efforts to secure support do not mean that PACE has already granted these movements a separate status or adopted a relevant resolution. Any next steps will depend on institutional procedures and the positions of member states.

The right to self-determination

The right of nations to self-determination is a principle of international law. Its application depends on the circumstances, the legal context and compliance with other rules of international law. Discussion of nations’ futures should therefore rely not only on political declarations, but also on verifiable evidence, human-rights documentation and open debate.

An anti-imperial approach raises a central question: do nations have a genuine opportunity to preserve their identity, express political views freely and participate in shaping their future?

The Ukrainian dimension

Russia’s war against Ukraine has brought imperial legacies, political domination and self-determination into wider international debate. Participants in decolonisation movements view Ukraine’s resistance as an important factor drawing attention to other nations seeking political agency and the ability to determine their own future. This is the political assessment of those movements, not a guarantee of any particular outcome.

A meaningful international discussion requires verified facts, clear distinctions between Indigenous nations, national minorities and independence movements, and attention to the nations’ own voices, without replacing their positions with outside interpretations.

The debate is not merely about representation in international institutions. It is also about whether nations can freely discuss their political future and whether their voices can be heard beyond the structures that currently govern them.

Freedom to Nations! Freedom for the Individual!
