The systematic displacement of independent civic initiatives in the Russian Federation has reached a critical threshold, effectively eliminating any alternative perspectives among the indigenous small-numbered peoples of the North, Siberia, and the Far East. Official structures such as RAIPON (Russian Association of Indigenous Peoples of the North), originally established in the early 1990s to protect the land, environmental, and cultural rights of local communities, are today fully integrated into the state propaganda vertical and operate under the direct control of federal security agencies.
While genuine community leaders, human rights defenders, and environmental activists face criminal prosecution, are labelled “extremists,” or are forced into exile under the threat of imprisonment, Kremlin-loyal functionaries continue to speak at international forums, including UN bodies. The primary objective of these puppet delegations is to fabricate an illusion of “interethnic harmony,” deny the forced mobilisation of indigenous representatives into the aggressive war against Ukraine, and conceal the environmental catastrophes caused by predatory resource extraction on their ancestral lands.
This issue is particularly acute regarding natural resource exploitation. Oil, gas, and mining corporations funding the Russian war machine destroy traditional habitats—reindeer pastures, river systems, and the taiga—depriving local populations of their basic livelihoods. Meanwhile, official representatives of “loyal” organisations publicly endorse corporate activities, ignoring numerous protests and complaints from indigenous residents.
For the international community and liberation movements, exposing this deception is a top priority. Genuine agency and the protection of indigenous rights are achievable only through the complete decolonisation of these regions, halting resource extraction for the imperial centre’s benefit, and granting communities the right to decide their own destinies without Moscow’s dictation.
