On 1 October 2025, the Parliamentary Assembly of the Council of Europe adopted a resolution establishing a platform for dialogue with the so-called democratic forces of the Russian Federation. While this resolution provides for the participation of indigenous nationalities in the Russian Federation in this platform and the possible creation of a separate platform for them in the future, the decision adopted concerns the political forces of the Russian state.
We, the undersigned, express our support for PACE and other international organisations, as well as the countries of the free world, in all their efforts to condemn the criminal policies of the Kremlin regime and Moscow’s centuries-long imperialist policies.
At the same time, we remind the international community that the Chechen Republic of Ichkeria is an independent state that has repeatedly been subjected to armed aggression by the Russian Federation and, as a result of two bloody wars, has found itself under Russian occupation, which continues to this day. As a result of these armed aggressions, which blatantly demonstrate the genocidal nature of Russian war crimes, despite their heroism and dedication, the Chechen people suffered horrific human losses and destruction on their land in an unequal battle.
The Declaration of State Sovereignty of the Chechen Republic of Ichkeria was proclaimed on 25 November 1990, at the National Congress of the Chechen People.
On 27 November 1990, the Supreme Council of the Chechen-Ingush Autonomous Republic confirmed its decision to adopt the Declaration of State Sovereignty. On 12 March 1992, the Parliament of the Chechen Republic of Ichkeria adopted a Constitution that enshrined the state’s independence. History records the de facto recognition of the independence of the Chechen Republic of Ichkeria by the Russian Federation, which signed the “Treaty on Peace and Principles of Interaction between the Russian Federation and the Chechen Republic of Ichkeria” on 12 May 1997, following the humiliating defeat in the first war.
The Chechen resistance continues its active socio-political life outside the occupied Chechen Republic of Ichkeria. The armed underground continues its activities to this day. Several Chechen volunteer units are fighting on the side of Ukraine, thereby defending the security of all of Europe from Russian aggression. On 18 October 2022, the Verkhovna Rada of Ukraine issued a resolution condemning Russia’s armed aggression against the Chechen Republic of Ichkeria, the occupation of its territory, and the crime of genocide against the Chechen people.
Based on the above facts, we demand that PACE and other international organisations respect the independence of the Chechen Republic of Ichkeria and support the unquenchable desire of the Chechen people to defend their freedom.
In this regard, we propose that PACE establish a separate platform for dialogue with Chechen forces fighting for the de-occupation of the Chechen Republic of Ichkeria from Russian invaders. This platform, in particular, will be able to address the widespread occurrence of war crimes and crimes against humanity committed by Russian invaders and local collaborators in the occupied Chechen Republic of Ichkeria.
