Anti-imperial Block of Nations

The Armed Forces of the Chechen Republic of Ichkeria were represented by Abdul-Hakim, the Sheikh Mansur Battalion by Speaker Said, and the Dzhokhar Dudayev Battalion by intelligence commander Assad. The Verkhovna Rada of Ukraine was represented by Mykyta Poturayev, a member of parliament and representative of the Ukrainian delegation to the OSCE, and Volodymyr Vyatrovich, a member of parliament and secretary of the Temporary Special Parliamentary Commission on Support for Enslaved Peoples in the Russian Federation.
The meeting outlined a list of priority issues.  Specifically, they discussed the need to provide guarantees and status to Chechen volunteers fighting on the Ukrainian side, as well as their relatives. They also discussed the risk of the possible extradition of Chechens and other Caucasians from European countries at Russia’s request. It was agreed to raise this issue at international forums.
A proposal was also voiced for Ukraine to initiate a call on its closest allied countries to follow Ukraine’s example and condemn Russia’s armed aggression against the Chechen Republic of Ichkeria, its occupation of the Chechen Republic of Ichkeria, and the genocide of the Chechen people.
Representatives of Chechen units presented Ukrainian parliamentarians with their collective appeal to PACE, calling for the creation of a separate Chechen platform within the Parliamentary Assembly of the Council of Europe. This appeal was made public on 22 October 2025. Members of the Verkhovna Rada will present this appeal at the PACE podium.
This appeal is of great historical significance, as the previous collective statement of the active combat units of the Chechen Republic of Ichkeria was published in July 2002. It was an appeal by the Military Command of Ichkeria, which at that time acted as the unified body of the State Defence Committee.
This step had significant political significance. It contributed to the consolidation and organisational strengthening of the Chechen Resistance forces. Also, it had a positive impact on the coordination of efforts to repel the Russian Federation’s armed aggression against the Chechen Republic of Ichkeria.
Twenty-three years later, on 22 October 2025, representatives of the leading active Chechen combat units addressed the Parliamentary Assembly of the Council of Europe, once again taking a joint political step to demonstrate unity and solidarity in the struggle for the de-occupation of the Chechen state.
