According to one of the forum organizers Oleg Magaletsky, the document is aimed at preventing possible territorial conflicts that could break out in the event of the collapse of Russia and the emergence of its territory of the new independent states.
“Representatives of the governments in exile participating in the forum and regional activists are already agreeing on the recognition in this case of the currently existing administrative borders. This is a kind of response to Kremlin propaganda, which scares the people of Russia with the fact that in the event of its collapse, new states will begin internecine wars “According to the Yugoslav scenario,” Oleg Magaletsky explained the essence of the decree to the Idel.Realiya correspondent.
“In the absence of other agreed upon alternatives, the existing administrative boundaries within the so-called “Russian Federation” (despite their controversial history and many shortcomings) are recognized by default as an option for the international borders of future newly independent states,” says paragraph 3 of the document.
The next paragraph states that the “shuffling” of individual regions and other territorial units between independent post-Russian states can only occur voluntarily by mutual agreement of all interested parties. If an agreement cannot be reached at the negotiating table, states will have to go to international arbitration with the participation of representatives of the European Union and NATO and recognize the arbitration decision as final.
The document was signed by representatives of the Free Ingria movement (now St. Petersburg and the Leningrad region of the Russian Federation), the Baltic Republican Party (Kaliningrad region), the Pskov Republic (Pskov region) and the Congress of the Oirat-Kalmyk people gathered in the hall. Oleg Magaletsky assured Idel.Realii that representatives of regional and national liberation movements participating in the online forum also received copies of the document. In particular, representatives of Tatarstan and Udmurtia take part in the forum from the nations of the Volga region. No one had any fundamental comments on the document.
In September, at the 8th Forum, which took place in London and Paris, its participants signed decrees on the demilitarization and denuclearization of future post-Russian states. Regionalists and representatives of national liberation movements declared that they would take a course toward disarmament and peaceful coexistence with neighboring states.
The 9th Post-Russian Free States Forum was held from December 11 to 14 in Rome and Berlin. A correspondent from Idel.Realii was personally present at the Berlin part of the event. A report about this will soon be published on our publication’s website.
