This is increasingly understood not only by Ukrainian but also by European politicians. If a year or two ago the West did not even want to hear about the right of nations enslaved by Moscow to self-determination, today calls for the decolonization of the Russian Federation are contained in resolutions of the European Parliament, parliamentary assemblies of the Council of Europe, and the OSCE.
However, Ukraine should play a key role in interacting with the national movements of the enslaved nations of the Russian Federation. The most important step in building this interaction should be Bill No. 11402 on the basic principles of state policy regarding interaction with the national movements of the colonial nations of the Russian Federation, developed by our parliamentary Temporary Special Commission (TSC) and introduced by more than 80 deputies.
This draft law was the subject of discussion at a meeting on April 2, 2025, chaired by the Minister of Foreign Affairs of Ukraine, Andriy Sybiga, which was attended by deputies of the TSC, representatives of ministries, departments, research institutions, and public organizations.
Both deputies, representatives of government structures, and representatives of the public sector were unanimous in the fact that the decolonization of the Russian Federation and the protection of the right of the colonial peoples of the Russian Federation to self-determination correspond to international law, the fundamental documents of the UN, and national interests.
The participants of the meeting recommended that the Verkhovna Rada of Ukraine Committee on Foreign Policy and Interparliamentary Cooperation consider draft law 11402 at its meeting as soon as possible and support it as a basis in the first reading under the provisions of Part 1 of Article 116 of the Rules of Procedure of the Verkhovna Rada of Ukraine. This article of the rules will allow, after the adoption of the draft at the plenary meeting, to finalize it taking into account the proposals of the Ministry of Foreign Affairs and other authorities and to arrive at the most effective final text.
I hope the committee meeting will take place soon, and there will be no delays in the further stages of the bill’s adoption. Time is one of the most valuable resources that we have no right to waste.
