In Ingushetia, they decided to issue diplomas to graduates only with a signed summons to the military registration and enlistment office. Before the presentation of diplomas, students are required to sign the summons to appear in the military registration and enlistment office or to refuse to receive them. Representatives of colleges did not issue graduation certificates to graduates who refused.
Initially, according to this scheme, diplomas were issued by a college in the Lower Achaluki. 30 graduates were drafted from the institution to the army. After that, they began to force graduates to sign agendas in other educational institutions of the republic.
A similar situation occurs in Tuva. There, these subpoenas are called “combat”.
That is, in the national republics, instead of being sent to the first workplace, students are forcibly sent to the army. It is not known about similar cases in Moscow or St. Petersburg. From this it can be concluded that the Kremlin purposefully uses “cannon fodder” precisely from conscripts who represent enslaved peoples.
