Mr. Aleksander Warma, the author of this booklet, was born in Estonia in 1890. He was chief of Naval staff in the Estonian War of Independence of 1918—1920. In 1928 Mr. Warma obtained the degree of mag.jur., was in 1931—1933 councillor of the Estonian Legation in Moscow, in 1933—1938 the Estonian Consul General in Leningrad, in 1938 the Estonian Minister to Kaunas, Lithuania, and in 1939—1944 the Estonian Minister to Helsinki, Finland. He lives now in Sweden.
