Unpresented Nation and Peoples (O.U.N.P.)
Official delegation of Chechen Republic with President of Chechen Republic Mr. Dzhahar DUDAEV as head of delegation accepted invitation of the Organization of Unpresented Nation and Peoples to take part at the meeting on the III Session of the General Assembly and have been departed from Grozny through Istanbul for this purpose.
But unfortunately the troubles which was especially making visa formalities in Consulate Generalе in Istanbul exposed about reluctance of Holland Government to follow the duties which was accepted by them against O.U.N.P.
Holland Consulate General in Istanbul not accepted the passports of delegation for a visa, but directed us to Russian Consulate in Istanbul to get a Russian Passport which firstly is considered by us a disturbance of Human Rights because Holland Consulate recommended us to change status of our citizenship and secondly would delay our attendance in the General Assembly O.U.N.P. of which Chechen Republic is a member such acts of Holland Government create serious troubles and problems in normal activities of O.U.N. P.
These problems must be discussed on III.Session and our delegation thinks that the place of Headquarter of O.U.N.P. has to be changed.
Chechen Republic, by this official letter, confirm his readiness to give all need of change of Place to our Country.

CHECHEN GOVERNMENT ANNOUNCEMENT
As it is known, the Chechen delegation received an official invitation to the 3-rd session of the UNPO General Assembly.
Having the invitations the Chechen delegation headed by President Dzhohar Dudaev arrived to Istanbul for arranging entry visas and further leaving for Amsterdam.
However, the Chechen representatives were confronted with rather negative treatment by the Dutch General Consulate in Istanbul which was not in accordance with the requirements of international diplomatic practice.
The Chechen delegation was informed officially that for visiting the Netherlands by the Chechen nation representatives it was necessary a special permission of the Russian authorities and that Mr. Dudaev called a PERSONA NON GRATA in Holland.
Moreover there was a strange explanation that the Dutch GOVERNMENT acted in accordance with direct Russian Ambassadors instructions impermissible the Chechen delegation participation in that imposing forum.
For the Chechen part the Russian diplomats actions against the New Chechenia were not unexpected but it was an extremely unpleasant discovery lu see how the Dutch Foreign policy department followed in the wake of the Kremlin.
That is why it is quite understandable at present that the Chechen part has not received Any official explanations of ihe Dutcn officials despite the fact that President of the Chechen Republic had sent a personal letter to the Netherlands GOVERNMENT. At the same time the different verbal defending explanations were occurred aiming to conceal the real facts and causes from the public opinion.
The happened scandal and calling the President Dzhohar Dudaev PERSONA NON GRATA in the Netherlands was made public and the Chechen part regards that unfriendly act of the Dutch GOVERNMENT as against the Chechen people and in future foreign policy will proceed occurred facts from this opinion.
