The main goal is to form a single voice of the global majority in support of the UN Charter to force Russia to peace.
A total of 160 delegations received invitations. Participation, according to the President of Ukraine’s Office, has already been confirmed by 107 countries and international organizations. Among those invited to the summit are members of the G7, G20, and BRICS, as well as the EU, three international organizations (UN, OSCE and Council of Europe) and representatives of religious faiths – the Catholic Church (Vatican) and the Ecumenical Patriarchate (Patriarchate of Constantinople).
Russia was not included in the number of invitees, since “at this stage” its participation is not necessary, the Swiss Foreign Ministry said.
“They [the Russian side] will block everything, disrupt everything, will not calm down until they show one or another plan to end the war, which will be an ultimatum – as we have seen many times,” Ukrainian President Volodymyr Zelensky commented on the position in an interview with Reuters. “The agenda cannot be Russian.” He noted that Moscow will be involved through intermediaries at the next stage.
Putin never negotiates in good faith and does not implement agreements unless he is forced to, but he will not be able to ignore the single voice of the global majority.
Russia recognizes the borders of Ukraine and it is provocative to say that its goal may be Crimea, for example, the Russian dictator said in August 2008 after the Russian attack on Georgia.
During an interview with the German television company ARD, the prime minister was asked whether Crimea and Sevastopol could become Moscow’s “next target” as a base for the Russian fleet. “Crimea is not a disputed territory… Russia has long recognized the borders of today’s Ukraine. Six years later, Russia annexed Crimea and started an armed conflict in the Donbas, in 2022 it began a full-scale war against Ukraine, and in 2024, in the Russian Federation on federal channels, they openly call Ukrainians “second-class citizens.”

My attitude towards them is much lower than towards the Russians because I don’t see any uprisings or any indignation. I will insist that these people, unfortunately, are second-class citizens. The summit in Switzerland will lay the foundation for the further involvement of Russian representatives in the negotiations, ready to take responsibility for ending the aggression.
In particular, the United States will be represented by Vice President Kamala Harris and National Security Adviser Jake Sullivan. According to a White House statement, Harris will emphasize the administration’s commitment to supporting Ukraine’s efforts to achieve a just and lasting peace based on the sovereignty and territorial integrity of Ukraine and the principles of the UN Charter. The US Vice President will reaffirm his support for the people of Ukraine as they defend themselves against ongoing Russian aggression.
Unfortunately, China will not join the Peace Summit, although if Beijing wanted, it could significantly influence Russia to convince Moscow to abandon the continuation of the war.
The White House also confirmed its participation in developing the Ukrainian “peace formula”. “Yes, of course,” John Kirby, coordinator for strategic communications at the White House National Security Council, responded to a corresponding question from a journalist. According to him, US Secretary of State Antony Blinken and US Presidential Assistant for National Security Jake Sullivan participated in promoting the Ukrainian “formula”. According to Kirby, their task was to explain the essence of this initiative to other countries and “understand what can be done to put it into practice.”
The official representative of the Russian Foreign Ministry, Maria Zakharova, called Kirby “Captain Obvious,” but there is a slight panic on the sidelines of Russian propagandists.

But despite all the attempts by the Russian Federation, there will be a Peace Summit, as well as, it is possible, an ultimatum from Russia on Ukraine.
