The Bashkir National Political Center published a document called “Action Plan at X Hour” – a six-page program of first steps for supporters of the Bashkir national liberation movement in the event of destabilization of the Russian political system or regime change in the country. In their Telegram channel, the leaders of the movement called for the text of the program to be distributed in a safe way among supporters living in Bashkortostan.
The authors of the document consider one of the following possible events to be the beginning of “hour X”: the death of Vladimir Putin, a coup d’état, a revolution, and other circumstances that will lead to the collapse of federal power.
Making predictions about the development of events in such a situation, they note that a struggle for power will begin in the Kremlin between various groups of influence, and the authorities of the regions, including Bashkortostan, will “remain silent, waiting for direct instructions from their masters in Moscow.” The only regions that, in the opinion of Bashkir activists, can immediately begin to pursue an independent policy are Tatarstan and Chechnya.
As a first step after the news of the destabilization, the document invites the residents of Bashkortostan to take to the streets with a massive demand for independence, and address it not to Moscow, but to the current deputies of the republican parliament – Kurultai. If they refuse to convene an extraordinary meeting, it is proposed to deliver them to the parliament building by force and put “moral and psychological pressure” on them.
The authors separately note: “You can’t repeat the mistakes of the Moscow and Belarusian opposition and divide protests by day or postpone them to weekends. Only stand around the clock until the decision of the Bashkir deputies is made.”
In the event that the scenario with the declaration of independence in the regional parliament for one reason or another does not work, the authors of the “Action Plan at X Hour” offer an alternative. It involves the creation of a coordinating council, which will include local activists, representatives of the national intelligentsia and leaders of public opinion. The authors of the program note that the members of the council “first of all should have authority among the population of the republic, that is, it should include respected and authoritative people who have earned their authority by serving their people.”
Such a council, as conceived by members of the Bashkir National Political Center, should declare the current government of Radiy Khabirov illegal and arrest its leaders before trial. At the same time, it is proposed to declare complete freedom of speech and release all political prisoners. In the future, this plan involves the collection of the all-Bashkir yiyin (traditional people’s gathering) and the formation of a provisional government on it. Its description also includes a section on the creation of armed forces and law enforcement agencies on the territory of the republic.
In the final part of the Plan of Action, the leaders of the political center note that one should try to act as bloodlessly as possible and resort to force only in case of aggressive resistance from forces loyal to Moscow. They also add: “All national and social forces located in the republic must cast aside all their strife and mutual grievances in order to unite with a single goal – gaining the independence of the Republic of Bashkortostan.”
The program of the Bashkir national movement in case of destabilization of the political situation in the country is not the first such document. Earlier, Idel.Realii talked about a similar plan prepared by the Moksha National Committee.
The Bashkir national political center, which is part of the League of Free Nations, was founded by activists in exile – in Lithuania. It is led by politician Ruslan Gabbasov , who was forced to leave Bashkortostan and Russia due to political persecution. The Russian authorities accuse Gabbasov of “justifying terrorism” and “organizing the extremist community Bashkort”. The Supreme Court of the Republic banned the activities of the Bashkort organization in 2020.
