During the International Conference “Challenges for Ukraine and the Future of the Russian Empire”, the People’s Deputy of Ukraine spoke about the purpose and main tasks of the special commission of the Verkhovna Rada of Ukraine on issues of nations enslaved by Russia.
“The difference between an investigative commission and a special commission of the Verkhovna Rada is that the former analyzes the facts and suggests ways of improvement to solve a problem, while the latter tries to create a new field of politics in a certain area. Now we have a special commission in the Verkhovna Rada, the purpose of which is to develop a policy on the part of Ukraine regarding the nations enslaved by Russia and to propose this policy to the countries of the Western World.
The head of the parliamentary representation in the assembly of the Council of Europe Maria Mezentseva, the vice-president from the Ukrainian side in the OSCE parliamentary assembly Mykyta Poturayev joined the work of our commission. Also members of inter-parliamentary cooperation groups are Dmytro Natalukha (cooperation group with the Parliament of Great Britain), Ihor Guz (cooperation group with the Lithuanian Seimas).
Ukraine wants not only to develop this field of policy regarding the nations enslaved by Russia, but also to push the Western World so that they are not afraid of the decentralization of Russia, as at one time the West was very afraid of the decentralization of the Soviet Union.
We have to show the Western world that if we are to restrain the expansion of China, if we are to spread Western democratic values, if we are to ensure the right of self-determination to the ethnic groups and peoples of the regions of Russia, then the best way is to create a policy of decentralization and, as a consequence, reintegration and decolonization of the regions, which are now part of the Russian Federation, and gradually move in this direction.
Thank God, the war in Ukraine removed the discussion about the need to develop such a policy. Today, in particular, law enforcement agencies are already working in this direction. In turn, we, as the parliament, understand that it is our direct function to offer a field for politics and to shape the tasks that will be implemented by the executive authorities in the future.
Therefore, within six months, our special commission of the Verkhovna Rada should develop a concept. Of course, not only politicians will do this. At the next meeting of the commission, we will announce the invitation to our work of experts, including representatives of the expert environment of enslaved, indigenous and small nations.
Our function is to give all enslaved peoples and regions the opportunity to present their position. On the other hand, we will balance all this with Ukrainian and Western experts who have studied this issue at the theoretical level.
However, there is a huge problem here. For example, after the collapse of the Soviet Union, the specialized units of the US Department were reduced and repurposed. Therefore, the world’s knowledge about real Russia is far from the truth and the information that Putin’s Russia is trying to convey to the world. We have to change this situation.
After all, nothing new. The slogan of Ukrainian nationalists and ABN “Will to the People! The will of Man!” are relevant again. Today we need to stop what, for objective reasons, our predecessors could not stop. After all, at that time the Western World was not ready to hear not only the Ukrainian position, but also the position of the enslaved nations. Therefore, our historical mission is to change, to do everything so that the Western World today hears the voice of enslaved nations.”
