Belarusian dictator Oleksandr Lukashenko allowed the military to use weapons against citizens without first firing a warning shot.
Corresponding changes were made to the decree on approving the combined military statutes of the Armed Forces of the Republic of Belarus .
The new changes exempt the military from responsibility for the use of weapons “taking into account the circumstances, the nature of the crime and the identity of the criminal.”
