The Verkhovna Rada adopted draft law No. 9585 in the first reading. It regulates the acquisition of citizenship by volunteers.

“The Verkhovna Rada adopted draft law No. 9585 in the first reading on the legal status of foreigners and stateless persons participating in the defence of Ukraine,” he said.
According to Honcharenko, 263 National Deputies supported the bill.
What is the document about?
Bill No. 9585 provides for:
- the possibility of obtaining permits for immigration or acquiring citizenship of Ukraine based on passport documents whose validity period has expired, as well as the possibility of obtaining temporary residence permits for foreigners and stateless persons involved in the defence of Ukraine as part of the territorial defence forces or voluntary formations of the territorial community, to regulate their legal status of stay in the territory of Ukraine;
- family members of persons who have signed a contract to serve in the Armed Forces of Ukraine, the State Special Transport Service and the National Guard of Ukraine will have the right to receive a temporary residence permit;
- citizens of the Russian Federation and citizens of the Republic of Belarus, who during the period from 24 February 2020, acquired citizenship of Ukraine under the Law of Ukraine “On Citizenship of Ukraine” and submitted an obligation to terminate foreign citizenship, will be required to submit a document on the termination of foreign citizenship within a year from the day of termination or cancellation of martial law, if the deadline for fulfilling such an obligation has already expired;
- persons who acquired the citizenship of Ukraine during martial law and submitted an undertaking to pass exams on the basics of the Constitution of Ukraine, the history of Ukraine and the level of proficiency in the state language and who undergo military service under a contract in the Armed Forces of Ukraine, the State Special Transport Service or the National Guard of Ukraine, will have the right to fulfil their obligations within two years from the date of termination or cancellation of martial law.
In addition, the consideration and acceptance of applications for the acquisition of Ukrainian citizenship from citizens of the Russian Federation is suspended until one year has passed from the date of termination or cancellation of martial law, except for a few cases.
We will remind you that in August 2023, the Cabinet of Ministers registered draft law No. 9585, which proposes changes to the legal status of foreigners and stateless persons who participate in the protection of the territorial integrity and inviolability of Ukraine.
